What moves the price
Like-for-like or not
Swapping the same type of tank in the same place is the simplest job. Moving the tank, or changing from a natural draft to a direct vent model, adds venting and gas work and needs a permit.

Gas certification
The gas side of the job is for a certified gasfitter. In Calgary a homeowner cannot take out a gas permit unless they are a certified journeyman gasfitter.

Permits for this job
City of Calgary: no permit for a straight like-for-like swap; a permit is needed when the gas line upstream of the heater's shut-off valve changes, the venting changes, or the type of heater changes. Rules differ nearby: Cochrane and Airdrie both list water heater installation as permit work, and Rocky View County does not require a permit when no design change is needed to the gas piping or venting.
Plumber and Gasfitter are compulsory certification trades in Alberta: paid work is done by a certified journeyperson or a registered apprentice working under one. Ask to see the certificate.
