A holdback on a big Calgary plumbing job, reasonable to ask?

Holding back a portion of payment until a big plumbing job is done and inspected is not just reasonable, it is one of the most practical protections a Calgary homeowner has. Bring it up before you sign, not after the crew shows up.

How a Holdback Works in Practice

No law sets a holdback amount for residential plumbing work, so the amount is something you agree in writing: enough that the final payment only goes out once the City of Calgary's final inspection passes and you have confirmed the work matches the agreed scope. On a whole-house Poly-B repipe that typically runs $10,000 to $13,000, or a sewer replacement that can reach $15,000 or more, that final payment is your leverage if something needs correcting.

Before you pay any deposit, check that the contractor holds an Alberta prepaid contracting licence through Service Alberta. Any business that takes money before all the work is finished must hold one. Also ask for a WCB-Alberta clearance letter confirming their account is in good standing; WCB-Alberta says anyone who hires a contractor without coverage could be responsible for unpaid premiums.

The written contract is where the holdback gets its teeth. Under Alberta's Consumer Protection Act, a prepaid contracting agreement of $200 or more signed at your home must be in writing and include the names and addresses of both parties, a detailed description of the work and materials, itemized prices, the total with taxes, payment terms, start and completion dates, and cancellation rights. You have 10 days from receiving that written copy to cancel for any reason. Keep a copy of everything.

For the permit side: the City of Calgary issues plumbing permits here, and starting work before the permit is issued doubles the permit fee. The City's final inspection is the natural release point for your holdback. Tying your final payment to that passed inspection means the contractor has a financial reason to book it promptly.

One more check worth doing: confirm that the plumber holds a valid Alberta trade certificate as a journeyperson plumber, or that any apprentices on site are working under one. The Skilled Trades and Apprenticeship Education Act makes plumbing a compulsory certification trade, meaning paid work requires certification. Ask to see the certificate.

When you set two written quotes side by side, line up the permit (who pulls it and what it covers), the exact scope of patching and disposal, the equipment specified by model or specification, the warranty terms on both parts and labour, and where each payment falls relative to the inspection milestones.
